Since the Russian state system -Federation, this means that, as a state, it is composed of subjects. A region - part of the state, whether it is an autonomous republic or an autonomous region within the Russian Federation, or the edge of the area. All these administrative units have equal rights and are state structures, in performing its functions of the state borders.

This name should be reflected in the statutes of the Federation. Historically, the administrative units of the Russian Empire were the province, therefore, developing their charters, executive bodies of subjects of the Russian Federation agreed that a senior official of a public authority would be named by the governor.

By analogy with foreign elective offices, the heads of local authorities, it was decided to name the mayors. The mayor, or is it the governor and the mayor

In addition to the above subjects of the Russian Federation, one of themit was decided to include the two cities of federal importance - it is the former and current Russian capital of St. Petersburg and Moscow. During the parade of sovereignties statutes of these entities top officials of these cities have been awarded the official title "Mayor", but later the decision of the St. Petersburg Legislative Assembly of the post was renamed the "governor." It turns out that Moscow, as the subject of the Federation, headed by the mayor, and St. Petersburg - the governor. But, if you follow historical tradition in Russia, the head of the capital's authorities always were called "mayors".
